JOB SUMMARY 

To ensure NWCare Service Users receive delivery of care in accordance with company policies and procedures and in line with company Aims and Objectives.  He/she is responsible for carrying out quality monitoring, health and safety risk assessments in line with legislation and  company Health and Safety Policy, staff monitoring and spot checks on behalf of the company.

DUTIES and RESPONSIBILITIES 

This is a dual role of Quality Monitoring Officer and Training Facilitator.  The post holder will demonstrate staff engagement and person-centred care through role modelling this approach in the delivery of training and monitoring standards.

MONITORING - To ensure NWCare Service Users receive delivery of care in accordance with company policies and procedures and in line with company aims and objectives.  He/she is also responsible for carrying out quality monitoring, health and safety risk assessments in line with legislation and company health and safety policy, staff monitoring and spot checks on behalf of the company. This monitoring or checks will include early mornings, evenings and weekends.

There must be an element of training and education to implement onsite corrective action with staff.

TRAINING - To ensure the timely delivery of relevant approved/accredited training to all NWCare domiciliary care staff and office staff in order to meet organisational and legislative requirements.

DUTIES AND RESPONSIBILITIES OF MONITORING:  

  1. To carry out service quality monitoring on behalf of NWCare, including on-site visits and Service User telephone monitoring
  2. To attend Service User reviews and contract monitoring reviews
  3. To follow up and record any issues/complaints that may arise with Service Users or relatives including the referring of complaints to the Registered Manager, for investigation
  4. To refer all information gathered through monitoring to the Registered Manager for auditing purposes and to make recommendations for improving on any under-performance identified, via a monthly quality monitoring report
  5. To monitor staff and Service Users in accordance with quality monitoring schedules and monitoring standards
  6. To carry out health and safety risk assessments in line with legislation and company health and safety policy
  7. To promote the aims and objectives of NWCare as defined in the company statement of purpose
  8. To adhere to all company policies and procedures
  9. To maintain the confidentiality of information as per company confidentiality policy and GDPR legislation
  10. To attend care management reviews when required
  11. To report to the Registered Manager regarding quality issues or concerns regarding any part of the company systems processes
  12. To ensure reports, action plans and quality improvement plans are completed and submitted within agreed scheduled times
  13. To participate in performance reviews and development planning
  14. To have the flexibility of travelling to all NWCare branches if business needs should dictate

DUTIES AND RESPONSIBILITIES OF TRAINING

  1. Responsible for the delivery of training as required in line with the induction standards for all new community care staff and office staff
  2. Delivery of continual professional development and educational training and specific on-going training in line with identified development areas and specified contractual requirements
  3. Remain informed and up to date about changes in legislation, guidance and recommendations from government and other key agencies, not limited to the Department of Health
  4. Assist with on-going course design and the updating and evaluation of courses when required
  5. Ensue all external and internal quality procedures, contractual and legislative standards are met
  6. Ensure all training delivered is always effective and delivered to a high standard
  7. To deliver, as required, bespoke and specialised training in accordance with your own skills and competencies to meet current legislative requirements and workforce development
  8. To act as a point of reference for all staff where training support is required and to also ensure effective dissemination of information to staff as appropriate
  9. To carry out supervision visits of staff during their probationary period and participate in final probationary review meetings
  10. To liaise with Human Resources and Line Managers in the event of both good staff and under-performing staff.

CYBER SECURITY:

The Employee shall not download unauthorised software, circumvent security controls, or take any action that may compromise the Employer’s network, particularly when working remotely. 

Any suspected security breach or "phishing" attempt must be reported to IT Technician immediately. 

A failure to maintain cyber security standards or a breach of this clause may be treated as a disciplinary matter and, in cases of serious negligence, may constitute gross misconduct.

The Employer will collect and process information relating to the Employee in accordance with the privacy notice.

DATA PROTECTION:

The Employee shall comply with the organisation’s Data Protection Policy when handling personal data in the course of employment including personal data relating to any employee, worker, contractor, customer, client, supplier or agent of the Employer. Failure to comply with the Data Protection policy may be dealt with under the Employer’s disciplinary procedure and, in serious cases, may be treated as gross misconduct leading to summery dismissal.

Unlawful or unauthorised processing of data by an Employee during or after his/her period of employment with the company may constitute a breach of data protection legislation which may require notification to the Information Commissioner’s Office (ICO) and affected individuals. Data theft can constitute a criminal offence which can result in criminal conviction, fines and civil proceedings for compensation from affected parties.

Essential

QUALIFICATIONS/ TRAINING
QCF Level 3 in Health and Social Care or above -Registered Nurse

Registered with the NI Social Care Council and/or registration with the Nursing Midwifery Council
